Paulette Foerster.

Paulette Foerster serves as the chief program officer at CSF. In this role, she manages the program function of CSF. This includes supervision of the program officers, who monitor the contracts of the funded programs. Since joining CSF in 2017, she developed the data and performance function to track and monitor the overall impact of the investment of CSF.

She came to CSF after working over 35 years in the areas of adoption, child welfare, foster care, mental health, and youth development. Her experience in non-profit work includes direct service, supervision, and administration of a statewide multi-service agency.

Paulette also served in leadership roles in several statewide, regional and local, which progressed best practice and expanded resources in the areas of adoption, foster care, and mental health services. Throughout her career she has engaged in advocacy which facilitated systems change in many areas of services to children, youth and families.

Paulette is committed to best practice standards in services and program quality. She serves as a peer reviewer for Council on Accreditation.

Paulette holds a bachelor’s degree in sociology from University of Missouri St. Louis and a master’s degree in social work from Saint Louis University. She is licensed as a clinical social worker.

A native of St. Louis, Paulette is married and has two adult children.
