About Tiffany Lacy Clark.
Tiffany Lacy Clark, President and CEO of Behavioral Health Response, Inc. (BHR), is the 2024 Excellence in the Field of Mental Health Awardee. Her work has positively impacted individuals and families and improved mental health systems overall. Tiffany has 20 years of experience in behavioral health and business administration. Her work is informed by her unique perspective as a licensed child welfare specialist, certified qualified human services professional, and public sector leader.
At BHR, Tiffany has led several initiatives to improve access to mental health care for marginalized communities, including the YMCA Starting the Conversations Program. Additionally, she started the organization’s partnership with the Crisis Response Unit to train police department members to respond to situations and create system changes that improve outcomes for those needing mental health care services. With diversion rates of over 90% for both hospital and jail diversions, the program has saved more than 5,000 police person-hours and 5 million dollars in expenses for the city of St. Louis in the first year of implementation.
Tiffany previously worked for the Illinois Department of Human Services in the Division of Developmental Disabilities and was Executive Director of Region 5 Metro East of the Illinois Division of Mental Health. Before joining BHR, Tiffany was Vice President of Clinical Operations at Places for People, overseeing all clinical activities.
Tiffany is also president and CEO of Tiffany Lacy Clark LLC, where she consults as a leadership development, diversity, behavioral health, and criminal justice diversion expert. She is an international best-selling author who supports others who have experienced trauma or behavioral health conditions.
Raised in Cahokia, IL, she spent much time creating and participating in volunteer groups and programs to uplift the community, focusing on mental health awareness and destigmatizing behavioral health services.
In the words of her nominator.
“The strength it takes to help the helpers and lead the leaders of the behavioral health industry is immeasurable, but Tiffany embodies that strength.”
