In 2019, the St. Louis County Children’s Service Fund Board of Directors adopted CSF’s first comprehensive strategic plan, centered around a vision to promote equitable wellbeing of children and families throughout our community. Four years later, we are proud of all that has been accomplished in line with the strategic plan, including the following:   

  • Designed and implemented a new grants management system in Salesforce;
  • Developed and launched the Grassroots Funding Opportunity, which is now in its second funding cycle and doubled in the amount allocated and number of organizations funded;
  • Awarded over $156 million through 2021-2023 and 2023-2025 Grassroots Funding Opportunity and 2023-2026 Core Funding Opportunity;
  • Partnered with St. Louis County Library for the Library Resource Initiative, which brings social workers into five library branches;
  • Developed a racial equity framework, which will drive how we approach every aspect of our work, and will be adopting the implementation plan in summer 2024;
  • Rebranded the organization to better represent the evolution of the organization and our vision for the future, and launched a new website and extended our presence on social media through Instagram and LinkedIn;
  • Launched a Find-A-Service Tool, connecting the public with all of CSF’s 100+ funded partners through an easy to use, interactive map;

A critical element of CSF’s strategic plan centers around development and implementation of an impact framework to support effective and equitable community investment.

On June 15, 2024, CSF’s board approved a plan to move forward with our first comprehensive impact framework, representing our shift from strategic plan to strategic vision. Our impact framework emphasizes use of both data and community input to strengthen the system of care we invest in and supports collaboration, responsiveness, and innovation for the benefit of the community we serve.

In the short term, a few strategic initiatives currently underway will help CSF move forward within the framework:

  • CSF and Saint Louis Mental Health Board have partnered to develop a collaborative community health needs assessment. This assessment consists of two phases, one quantitative and one qualitative. We are currently wrapping up the first phase of this project.
  • We continue to evaluate resources available at all levels, seeking to understand, collaborate, and spread awareness of funding sources available for behavioral health and supportive services. Through this initiative, we can promote healthy, diverse funding streams for our partner programs.
  • Internally, we have worked closely with a Psychiatric Services provider cohort to build out plans to enrich our data through a common client identification system. This will allow us to observe movement through the system and promote investment in strong, accessible programming.

We are excited to continue to share information regarding our impact framework and progress of our strategic initiatives. We will continue to post updates and learnings as available. The CSF team is grateful for the support of our community and partners as we continue to push forward to invest in high-quality, equitable, and accessible services for our community.
